It probably runs some form of Linux, it may be possible to remove and image the drive, then mount the cloned drive on a PC and see if you can find the configuration files for the DVR sofware, it may be possible to extract the password that way. Suspect the password for the DVR is stored in the OS, on the HD. I wouldn't advise shorting it with a jumper as you don't know if it's putting out voltage, you could damage the board. That CN8 (Connector 8 I suspect) header looks more like a connector for an external switch or output such as an LED, rather than a jumper connector as it has enclosed sides.
